What are you proposing?

The proposed refurbishment and development will include:

  • A total refurbishment of the Grade II listed Royal Hotel on Station Road, resulting in reopening with 29 stylish rooms with ensuites
  • 44 senior living apartments
  • 35 terrace apartments
  • A new cafe kiosk within the grounds of the Royal Hotel to serve the Bath Grounds
  • 5 family houses on 1.2 acres
  • The freehold of Bath Ground gifted to ATC, enabling opportunities for improved pavilions at the Cricket and Bowls Clubs.
  • ATC to be gifted 12.5 acres of the Bath Grounds.

 

Why do you need to build homes to refurbish the Royal Hotel?

In order to achieve this, a planning application is to be prepared to deliver exciting new homes and senior living accommodation around land near to the hotel. The proceeds of this development will enable us to complete the necessary, extensive, works to the hotel, at a cost of approximately £4 million.

 

Can’t the Royal Hotel be refurbished without development?
Without the developments, there are not the funds of £4 million in order to restore the hotel to its former glory.  This is why it is an enabling project.  The proceeds from the development will enable us to raise the funds that can refurbish the hotel.

 

Does Ashby really need new homes?

We are aware of the interests in the local market for Ashby town centre living.  Additionally, these town centre homes will help to support the local economy in terms of shops, local social groups, drinking and eating establishments, as well as generating new jobs.

 

Who will run the retirement apartments?

McCarthy & Stone has been building outstanding apartments in prime locations for 40 years to suit all lifestyles and stages of retirement. All their properties are designed to make living easier and are built to high standards – having been awarded the 5-star rating for customer satisfaction in an independent survey by the Home Builders Federation every year since the awards began. The scheme recently completed on Kilwardby Street has been a outstanding success and underpins the extensive demand in the area for this type of housing.

 

Just who are the developers here?

The Royal Ashby Project is comprised of several partners and a team of supporting consultants.
The lead project consists of:

Who currently owns the Bath Grounds?
The whole site (including the Bath Grounds) is owned by Oakland Hotels Ltd.  The Bath Grounds are currently leased to Ashby Town Council.  The proposal includes the freehold of the Bath Grounds to be gifted to the Town Council.

 

Will there be any further planning applications to build on the Bath Grounds?

No.  With the success of this proposed planning application, the 12.5 acres will be gifted to Ashby Town Council.  It will be solely owned by the Town Council and, by default, the residents of Ashby.  Therefore, any future plans for the Bath Ground would have to seek permission of the residents of Ashby.

 

Is there a Phase 1 of this planning application that will lead to a Phase 2 to develop further accommodation on the Bath Grounds?

No. There will only be one planning application – to build 35 terraced apartments, 44 senior living apartments and five houses to raise funds to refurbish and reopen the Royal Hotel.  Within the application, Ashby Town Council will be gifted 12.5 acres plus the freehold.  Therefore, there will not be a Phase 2 or any further planning applications.

 

What does it mean for Ashby Town Council to acquire the freehold of the Bath Grounds?

Most importantly, it will mean the people of Ashby will own and therefore control the future of the Bath Grounds. It also means they can grant longer leases to the Cricket and Bowls Clubs, which in turn means they can apply for funding to improve and upgrade their pavilions, something they’ve not been able to do with a short lease. There is scope for future funding support to be provided to both the Cricket and Bowls clubs as part of this application.

 

The funds raised from the five houses will ‘only’ be £600,000.  This will not be enough to renovate the Royal Hotel.  Is this correct?

Yes.  The planning application consists of the 35 terraced apartments, 44 senior living apartments and the 5 houses.  All the of these developments will need to financially contribute to the refurbishment of the Royal Hotel.  A total of £3.8 million is needed in order to restore the hotel. The £600,000 raised from the five houses is one part of the funds towards this refurbishment.

 

Can’t you just build the apartments and retirement living?

We are carefully reviewing the viability for this development. At the moment all our viability modelling shows that for us to raise the sums required for the refurbishment of the Royal Hotel the development of the five homes is a crucial component.

 

When will The Royal Hotel open?

We want to have the hotel open as soon as possible. Our plan is to start work refurbishing the Royal as soon as we start work on Phase 1 of the applications we are applying for. Hopefully the Royal Hotel can be open by January 2021.

 

What assurances are there that the Hotel will be renovated?

The planning permission will be the subject of a Section 106 Agreement whereby North West Leicestershire District Council will ensure that the renovation works are undertaken in accordance with an agreed phasing scheme.  Without this planning permission would not be issued.
